How non-partner multi-shipment project bookings are billed for carriers

If a carrier's subscription allowance is exceeded while booking a non-partner multi-shipment project, they will be charged $25 per booking beyond their allowance.
For example:
A Bronze subscriber has 5 bookings remaining. They quote a non-partner project and are assigned 6 shipments. The carrier will use their 5 remaining credits and be charged $25 for the 1 additional booking required to cover the total amount of assigned shipments.
This ensures that all shipments are adequately covered and carriers can participate in multi-shipment projects even if their subscription limit is exceeded.
